    Pros

Extremely stable job. Great work life balance if you do not aspire to reach higher levels and are content with lower level Technical jobs. Your manager decides your destiny. Also matters in which departments you work. Some departments are better than others. You are in luck if you end up working for a powerful manager (very very few of them btw ) . Pay is reasonably good.

    Cons

    Politics
    Bureaucracy and red tape.
    Extremely top down management structure.
Very few growth opportunities for the Technically minded. Absolutely cannot move to pay grades equivalent to mid level management positions without giving up Technical skills and becoming a pure hands-off manager.

    Advice to Management

No point. They just simply don't care about opinions of lower rank and file.
