ARM recruiter kept chasing me for a job I did not really apply for. She convinced me it was worth trying my resume had the ingredients they were looking for. I took phone interview which sounded like it went ok.

At the end they send me regret email with not reasoning as to what was not a fit. I responded to recruiter saying I would like to understand what did not work so at-least I get an idea... I got no response.

In another friends case, I learned that ARM had big recruitment ad but they were just trying to fill the position internally. It seems the same thing happened in my case. Does not seem like a sincere business practice.
