As the program manager you will be expected to handle

  discipline, manage after school programs, meet with parents, mediate student and teacher conflict, and perform all of the duties of a typical program manager that we previously discussed. How would you manage your time to get everything done?

The problem with the question is that the duties described are generally duties of an Assistant Principal and/or Dean of Students not a Program Manager. At the same time I don't expect a Dean of Students to have the knowledge nor the time to perform all of the duties that were listed, discussed, and required to be an effective program manager. This type of thing is typical of administrators in the education arena. They usually want one person to wear too many hats and it decreases the effectiveness of the goals innate to the position.
