Interviewed Oct 2010 in Austin, TX (took 3 days)
I was looking for a part-time job to help pay for rent, so I stopped by the local Best Buy to see if they were hiring. This was about the last week in September. They redirected me to their online website and told me to apply there. So I applied to their website on September 29th and received a call the very next day.
If you are interested in being hired for part-time, the best time is to apply just before October. October is when they do their principle hiring for the Christmas holidays and they number of seasonal help they hire can outnumber the permanent employees.
I was interviewed three times, once on the phone and twice with different managers. The questions were pretty standard behavioral questions for a retail store--"Why do you want to work at Best Buy?" and "What do interests you about electronics?" and "If you see someone stealing a candy bar, employee or otherwise, what would your reaction be?" were all asked during my manager interviews.
They are basically looking for honest, hard-working people they can count on.

Negotiation Details
There was not much of a negotiation phase. Pay was above average for part-time, roughly $9 an hour. They know they offer more than typical part-time work, so they do not back down from their offer.
Other Details
I Applied Online and the interview consisted of a Phone Interview, a 1:1 Interview and a Drug Test.
