Came from "CIO" - We have already invested significantly in

  the hardware / network to upgrade existing on premise CRM, so why would I buy your cloud base software and not leverage our investment made?

It's outdated because it cost money to keep it current. With SFDC there are min 3 seamless upgrades per year. It cost money to maintain and service the your network. With SFDC there is no service contracts. Scalability is key. As your organization grows you simply add more licenses. Pay as you play...
