Interviewed Jul 2011 in Tucson, AZ (took a day)
Applications are done online only. The store that you apply to has a specific number, and each store has a manager that will contact you either via email or phone call to talk to you about your availability based on the times and positions they need to fill. During the holiday season they will hire a lot of temporary seasonal help that may lead to a non-temporary position. Getting a full-time position is very rare unless you are a department head, supervisor, or manager.
For the interview, be prepared to sit down with the manager and to be asked about your actions and reactions to past jobs, what good and bad experiences you have had with previous employers as well as what and why they occurred, why you want to work for Cost Plus World Market and why you would be a good fit for the company. Very basic and generic interview process, but if they offer you a position they will notify you via email.

Interviewed Oct 2010 in Boise, ID (took a day)
Group interview. We interviewed our fellow applicants and told the two supervisors why that person would be a good fit for the company. Then one of the supervisors rambled on about the company. Then it was sort of over. I got an email a few days later saying "Thanks for accepting our offer of a job" Except no one ever called me to offer me a job. It was weird. The "training" consisted of being paired with a "buddy" who would walk you through your first week. Except of course she kept getting called away to do other things. We sort of learned on our own. To this day, nearly three months after hiring I'm still learning little "rules" and systems that should have been part of the training.
Negotiation Details
There was no negotiation, the seasonal salary is the seasonal salary. Period.
Other Details
The interview consisted of a Group/Panel Interview and a Personality Test.

Strong points and weak points pretty much the basics. phone and interviews happened with in the 1st two weeks. An offer was made over the phone about 2 weeks after the last interview. I did keep in touch with the General Manager,

Interviewed Oct 2009 in Scottsdale, AZ (took a day)
Great interview. It went super smooth and wasn't intimidating at all. We mostly talked of what we like to do outside of work. The interviewer asked basic questions of my past employers and what my sales experience was with them. The hardest question I was asked was "what was an exceptional level of customer service that you have either received or given?" This makes me feel like working at Cost Plus may be fun and laid back.
