I had submitted my resume through the career fair at my university and got my resume forwarded to the relevant departments through some contacts. I got a call from a hiring manager who thought my profile matched up to a position in his group. We went over our resume and I explained to him the relevant projects in some detail. After that he gave me an overview of the work done in his group and asked if I would be interested. That constituted the telephonic interview. I got an onsite call from them within a week. The onsite interview process consisted of a technical presentation (about 30 mins) of my research to my prospective group. I was asked a few questions on the presentation after which I was given a tour of the technical center and introduced to the various projects the group members were working on. I received an offer within a couple of days of the onsite interview.

Applied online. Got interview call directly from the hiring manager. Questions were all behavioral. Interviewer was very polite. Was impressed by my background. Second round was HR. That was also telephonic. Normal questions like why Cummins etc. Got offer in another two weeks.
Work culture is good but a little bit laid back type. Otherwise it is good: very friendly, good work-life balance.

Basically It took 3 interviews
1st behavioral interview took 30 Minutes, 2nd Technical interview took 1.5 hours, 3rd Onsite interview/ Group or Panel Interview took 7 hours.
Behavioral was pretty straight forward, Give me an example where you handled conflict, Give me an example where you failed, Give me an example where you did something new.
Technical Interview started with a run through my resume. Tell us about your achievements, Then they asked questions about FMEA process, problem solving ability, then hardcore engineering questions about, Stress, endurance, Loads, Forces, Balancing, Part failure under Load etc.
Final Onsite Interview started with discussion on my resume and how I use my engineering knowledge in developing various products, What process and thinking I am using to solve various engineering problems. Then Questions about my achievements at previous job.
Interview started with a manager interview, after that my hiring manager took me on a city and manufacturing plant tour, asked similar questions. Then 1 hr Behavioral interview round asking questions like, where you see yourself in 5 years, What kind of a role you prefer in product development process etc, and then a HR wrap up at the end. Got offer after 3 weeks.

Interviewed Feb 2011 in Nashville, TN (took 3 months)
I was contacted by an agency who set up the call with Cummins. The agency did no vetting other than reading my resume. They set up a call with Cummins, and then called me one other time to confirm the date and time. Other than that I didn't hear from them again until the process was over.
The process was composed of a single conference call with a handful of participants who asked me various questions about the kinds of projects I've handled and what my management style was like. It was a very "normal" interview with little deviation from the kinds of questions you encounter in every other interview.
I didn't hear anything back again for 3 months; then I was contacted and offered the position.

Negotiation Details
No negotiation was really offered after we established the billing rate and benefits package when the agency called the first time. Do your homework on the asking rate. It is quite often published on the job sites in the descriptions and I found it to be a but higher than the one I agreed to.
