Interviewed May 2009 in Riverside, CA (took 3 weeks)
Applied via DOE website. Application included a few short answer questions with a resume upload. Then three weeks later I was notified of a phone interview. The interview lasted 15 minutes and I was given an offer at the end of the call.

Negotiation Details
Negotiation was easy, and they were accommodating of my University schedule. They allowed me to start earlier than normal and gave me ample vacation time for the short time I worked there.

Interviewed Nov 2010 (took 3 weeks)
First contacted by phone for pre-screening, verifying my interest in the job position. Then I was chosen for a panel phone interview with 2 supervisors, one being the potential future supervisor. Lastly, had an on-site interview consisting of a 4 member panel interview, informal "chat" with would-be peers and department (chief) director, and a facility tour. The agency fully funded my trip to the duty location, which was out-of-state. Both panel interviews asked technical and behavioral questions.

The US Gov't uses USA Jobs (usajobs.gov) for job postings
- I applied on line.
- My application was screened by computer; top three applications are referred to hiring manager
- I received a phone interview with the hiring manager which resulted in a 1:1 interview.
- After the 1:1 interview, I was offered a position.
- The hiring process from the job offer/acceptance took 5 months before I was on the job. For an outside hire into the Federal Gov't this is typical delay.

DOE application process is cumbersome at best. Had to submit resume on-line, then was transfered to the DOE website to answer many pages of questions. When I was done, I had written a 6 page word document.
At first I was weeded out by HR as not qualified. I emailed them to ask which qualification I was missing because I had pretty much nailed the application. HR reviewed and deemed I was qualified and sent my resume to the hiring official. Lesson learned - don't hesitate to contact HR if things are not going as expected.
I scheduled for a phone interview which went OK. It was my first interview. I thought that I had better than even chances of getting an offer, but none came.
Why? Probably since I had no energy policy experience, and I also felt a lack of synergy with one of the interviewers. Would have much rather done a fact to face.

I initially responded to a posting on my law school's database. Within a couple of weeks, I received a phone call from the attorney that I would eventually be working with. We discussed my interests and experiences, as well as his needs for about 25 minutes. It was a very comfortable conversation and by the end of the conversation I was offerred the summer position.
