I would bet on 2 sets....cause if they have the same chanches of winning probability is the same (like a coin flip with a two times flip if you have to bet on head and tail or hh o tt togheter).
If one has greater chances it's more likely that the game will end with 2 sets

p^2 + q^2 > p*q, therefore 2 sets
