I was contacted by a contingent-placement recruiter. After the usual interview with the recruiter, had a 1 to 1.5 hour phone interview with the hiring manager. No HR involved up to that stage. Then was asked to do a background check. Found out from the recruiter that the hiring manager wanted to hold out for someone with defense industry background.
