Hewlett-Packard Software Engineer Interview Question

I interviewed in Tallahassee, FL and was asked:
"How the batch jobs run (e.g. how input files get to where they appear, what naming conventions are, etc.) is extremely confusing and unexplained. Same for the system to develop, test, and install new software or changes to software. Everyone acts like it's so obvious that it needs no explanation (even though it is extremely confusing to newcomers), plus they are so busy that no one has time to be bothered."
