How would I encourage resistant business offices who wanted

  to redesign the system yet were unable to translate their needs into technical requirements.

I do not expect business owners to prove technical requirements. That is the job of the business analyst to translate customer needs into requirements. If the business offices believe the system needs to be redesigned, that's a symptom that there's a gap in either system function or user understanding, and that's where I'd start asking questions.
