If exchange, go into the GAL, find the DL and make sure they are an owner. If they are the owner, right click on the DL left click properties and then click MODIFY MEMBERS.
Search for the people they want to add.
If it's local to the users machine, simply open contacts, select the local DL and click ADD MEMBERS.
