Come with an estimate based on your assumptions and explain - the key is to explain that you don't know the exact answer but you can find out and explain how you would do it.
This is very important do not try to answer the question if you don't know the answer. Its like being at a customer answering question by guessing.

By the way, this is my idea why this question is asked and I don't what is expected by this question I guessing :)
