Two main points: (1) you cannot discontinue the contract, and further the cleaning firm is already embroiled in scandal so you cannot make it do a better job by threatening its reputation. It seems therefore that the only thing you can do is provide material incentives, and accept the cost this entails. (2) it seems that an insider has reported your company to the press, so you need to think of ways to keep employees happy and loyal. Once you get the cleanliness situation sorted it's a good idea to invite the press to inspect the hospital to dispel allegations.
