Received and Declined Offer

Interviewed Apr 2011 in Bangalore (India) (took a day)
Just had a phone for about 15 minutes. The interviewer's English was very bad and I could barely understand his thick India accent. He was rude, didn't even introduce himself and had absolutely no knowledge on any subject matter. Kept saying HELLO, HELLO every time I paused for one second.
This was kinda fun for me, I would stop for a second in mid-sentence, just to hear: HELLO, HELLO :-)
He seemed more interested in why I am leaving my current company that anything else.
They are looking for a someone who can refactor (comment) legacy (ugly) code and manage a few (unhappy) laborers: One person to do the work of two or more people. Lovely.

Reason for Declining
I never really received an offer but judging by the quality and education of the person who spoke to me on the phone, I knew I wasn't going to work there; I told the staffing agency not to go forward.
Other Details
The interview consisted of a Phone Interview.
