Interviewed Mar 2010 in Long Island City, NY (took 2 months)
I was alerted to this job by a friend who also applied here. After sending in my resume and application, and some back and forth emails, I was invited for an interview. The morning started in a room filled with about 10~15 other candidates from various disciplines. The people at the office were very nice and helpful, so it seemed like a decent place to work at. The main coordinator explained to us what the job entails and that we would be interviewed one-by-one by the coordinator or one of his two assistants. The whole process was over very quickly, all the applicants had left the building within an hour. The interview questions were simple questions such as "do you have a car?", "where did you go to school?", etc. There were also one or two questions concerning the position itself, such as "when do you wear safety equipment?" (all the time while on the worksite) and "what do you do if there is a problem on the worksite?" (inform a supervisor). In my personal opinion, it felt that none of the interviewers were actual HR people or that interviewing was part of their daily job, they were just regular engineers and didn't really want to prolong the interview. My advice to future candidates: dress up and don't worry about anything, unless you're a complete idiot, you can't mess this up.

Negotiation Details
I wasn't able to negotiate at all, the feeling I got from communication with the employer was "I can get you hired if you accept these terms, otherwise forget about it." I felt lucky that I got the job, since I had no prior experience, so I didn't push the matter. The salary and benefits were very good for an internship, so no complaints there. This is a government agency with decent funding, so I would suck it up if the offer was not as great as you expect, because future prospects are very bright.
Other Details
The interview consisted of a 1:1 Interview and a Background Check.
