1:1 interview with the hiring manager. No skills test given to assess fitness for position. Too much reliance on unsoliticited personal recommendations of others. It's who you know not what you know as this agency is very political. KSAs (selection factors) seem to be irrelevant since the selected candidate frequently does not have those skills.
