the hiring manager was away for a business trip, so they have arranged another person to interview me.
the interviewer ask questions about previous projects, why i want to leave, etc, nothing too exciting.

The process was good. Got an email that they reveiewed my resume and there is position that suits my background. They asked me if I am interested they will set a phone interview with the hiring manager.
A phone interview was set a week later. The phone interview lasted about 1/2 hour. I found out that they wanted someone to be local for this position.

There HR department contacted me by finding my resume online. They setup two phone interviews. First interview was pretty generic and high level. Second phone interview was technical and talked a lot about os principals and kernel implementation details. 1:1 interview was technical and discussed about VM implementation and possible impacts on performance. We discussed about:
1. Physical memory management
2. Page table / TLB management
3. Memory allocation and process address space.
We also had a C programming interview and was asked to implement link list management routines for singly and doubly linked lists. Heap and binary tree implementations.
Interview Questions
Reason for Declining
In the end they said that in budget review permanent position is closed but they can offer a contract position with great chances of becoming permanent. But I didn't want to take chances.

The interview consisted of a Phone Interview and a 1:1 Interview.

They seemed very disorganized, even from the beginning. I received an email saying I would have a phone interview, then a phone message saying I would come in (and receive an email indicating this). I didn't receive the 2nd email. I clarified that I would come in, early the next week.
I was given no schedule, and the interview started late because of them. I talked to 6 people, each with different perceptions of the job. Basically it seemed like they were still trying to figure out what they wanted. Even the job title was misleading as it said they wanted a web developer and not a web designer.
I was asked mostly behavioral questions and about my skills. According to their website they say this is a good company for work/home life balance, but the employees I talked to indicated otherwise. Also, when I asked what they enjoy about working there, they indicated it was to have a job and get money, and they found it challenging to think of another reason. Basically there seemed to be a lot of churning as to what they should be working on.
I think once they figure out what they want, it will be an interesting place to work.
