The interview process was fantastic. I'll split my review between the pre-interview process, the first, and then the second interviews.
The pre-interview process began with my online application. Being that this is a government organization, they had a posted closing date, meaning that my first contact was not for a couple of months. I received a call from the department's administrative assistant to schedule an interview for the next week. I was actually scheduled to be on vacation that week, so I emailed her back to get a short notice interview for the next day or two, which they were able to accommodate. She was very helpful and responsive during the process.
The first interview, which was set for the day after my initial contact, was a panel interview including the director of the department, as well as a selection of same-level employees from functional areas of the department other than the one I would be working in. They were very casual and cordial, making the experience more conversational, which is nice. They let me know what the rest of the process would be at the conclusion of the interview.
The second interview was with the manager of my direct area, as well as the other coordinators. Again, it was very casual and conversational, focusing on fit. We also went into some prepared examples I brought as a skills demonstration, then discussed some of their work and how I would improve it. I enjoyed this format, as it allows for a demonstration of skills that are not apparent on a resume. Again, the remainder of the process was discussed before I left.
At each step, everyone was very responsive and helpful. They truly seemed to want to get to know what skills and experience I could bring to the department, and managed to break out of the rigidity of the required interview forms/questions they use as an organization mandate.

Negotiation Details
The negotiation process doesn't really apply for this type of organization. There are posted ranges for positions, although as a public institution, most positions will start at the bottom of their job category and move up over time.

The hiring process is extremely slow. Expect to wait at least one month before they give you any details in regards to the position.

The following was never clear to me: 1) why I drifted to the *top* 2) whatever happened to my other application 3) would I ever be able to go full-time 4) what the requirements and pay were

This was an interview for a teaching position.
Two stages:
1) An interview with a search committee. Teaching presentation (15min). QA session right after that (surprisingly not too long)
2) Interview with senior administrators
The interview was easy because I felt the place was a good match for me and I had a lot of experience, so no questions were surprising to me.
