I received an initial call from a recruiter, based on a referral. The conversation lasted approximately 7 minutes, and ended with my being told that they did not have any openings, but would get back to me if anything became available.
Approximately 1 month later, I received a call saying that they wanted to schedule an interview regarding a potential position. When I spoke to the interviewer, a manager in a regional office, I was unsure what the direction of the interview was supposed to be. The manager described the various roles available in the business, and then asked a very open-ended 'how can I help' question. It appears that there is insufficient coordination between recruiting and regional offices, as it seemed that there was not a specific role in mind at the point of the interview.
