Interviewed Feb 2008 (took 3 months)
The interview was not all that bad. The people on the board were nice. They asked the usual interview questions. Name one weakness and one strength. Tell us why you would benefit the USDA. The interview was only about 30 minutes or so. There was no long waiting in a room before the interview.

Interviewed Dec 2009 (took 2 weeks)
The interview was odd - basically some questions related to the position and others that were random about my background. Two individuals interviewed me via speaker phone and they basically implied, without directly saying, that they were not going to hire me but wanted to learn more about why I was interested in this position. They were nice but I must admit that it was a waste of 30 minutes of my time.

Interviewed Jun 2009 (took 5+ weeks)
The interview process involved a phone call about availability, and a panel interview. I was selected and offered the job, contingent upon a b/g investigation. Three days later, I was cleared, and officially offered the job, which I started two weeks later.
In the mail, I received a packet of paperwork to fill out and return.
I gave notice at my prior employer, and started at the new job three business days after separation.

Negotiation Details
There weren't really negotiations, inasmuch as I did not understand what most of the acronyms meant, nor did I have much background on the implications of certain acceptances. Now that I know how the Fed works, I will be better equipped to evaluate an offer.
