I was a little confused at first because "confidence interval" usually means you are not 100% sure that it is inside the interval, whereas the answer they wanted was a 100% confidence interval using the binomial decomposition. (6+1)^8 = sum{k=0 to 8} (8 choose k)*6^(8-k). The answer is between however far you can evaluate that sum and 7^9.
