First you radio for staff assistance, you loudly instruct the inmates to stop fighting while keeping a safe distance. You instruct all other inmates in the area to go to the their cells if you're in a housing unit. If you are anywhere else you should instruct all inmates to get on the ground. When additional staff arrives you can physically separate the fighting inmates.
