First and foremost, a small percentage of people actually use downloaded ringtones as opposed to those that are pre-stocked. Most people that do look for ringtones typically do so only when they acquire a new mobile phone. In that case, there is a novelty factor that quickly wears off, or the listener is invested to hold on to that particular ringtone- to enjoy it and also maintain familiarity and recognition. Those who are savvy can find ways to get ring tones for free or cheaply from a variety of sources and in that sense, the value of their offering is slightly diminished.
