Try a pro's and con's list or something to determine a priority if you MUST decide on your own. If you can't determine a new priority for those 2 items on your own, it's perfectly acceptable to email your manger to ask them to prioritize. I have a weekly meeting with my upper management to determine priorities. It's easier to ask for forgiveness rather than ask for permission. Most managers will like the drive to get things done. Hope it helps. Could work in Gov sector as well.
