It can be done in two moves.
1) put 3 on each side of weigh, remaining 3 keep on side right now(not weighing). If side of the weigh is heavy choose those three or otherwise choose the side ones for next weigh.
2) put 1 on each side of the weigh, keep third one on the side right now. If one is heavy, it is the winner, else the 1 kept on the side(not weighed) is the winner.
