Group they balls as 5 5 and 2. If the two groups of 5 are equal, then it must be 1 of the 2. If the groups of 5 have one lighter then it must be in that group. Rest is straightforward.

1. Divide them in two equal group of 6 ball each. (We have one of the group must be heavier that the other because of the obvious reason)
2. Divide the heavier group of 6 ball in two group of 3 ball each.
3. Take a ball out of heavier group carrying 3 balls only and then compair the weights of last two ball lest with you.
(IF weights are balanced then the ball you put out of the group is the heaviest ball ELSE IF the weight is unequal the ball which is heavy is the one)
