I worked at Anritsu full-time (More than 10 years)
There are a number of good people still working here, and if you are in the right team you could probably do well. A bunch of smart people to learn from and technically interesting things to work on. Work/life balance is pretty good.
People still employed there seem to be still there because they haven't been let go yet. This is even evident at the supervisor level where you will likely find zero support (due to them looking out for themselves). Being in Morgan Hill and not actual Silicon Valley has led to a very distorted view of the valley. A lot of 'Old Think' tends towards making products which whilst being technically better than the competition are too expensive and not actually what people want to buy.
Advice to Management
Turn this thing around. Listen to your smart employees and make them feel valued. It is hard to repeatedly hear the phrase "No lay-offs planned" and then see your friends let go in the next month or two. Repeatedly laying off 10% of your work force (the Romans called this Decimation) does not encourage loyalty.
