I have been working at California Air Resources Board full-time (More than 8 years)

    Pros

Generally supportive environment, flexible for time off and family needs. Groundbreaking policy projects, lots of responsibility if you take it Smart people, better attitude than most state agencies. Great building in Sacramento, bike facilities, El Monte (LA) not so good. Lots of experienced older staff still trying to make a difference and eager to share experience. Chance to participate in some of the most important environmental work of our lifetime. Name recognition for future advancement elsewhere.

    Cons

Inexperienced and timid management. Far too many recent promotions of high level managers not ready to lead. Bureaucracy is crazy, as others have said there is a form for everything. There are a few petty tyrants allowed to get in the way of innovation. Dinosaur IT staff better suited to running a gulag. Even less advanced approach to using latest workplace technology. Poor to non-existent on-boarding process. Little to no formal training but weird fixation on Phd's. Too many silos for an efficient workplace.

    Advice to Management

Don't be afraid to make decisions and to learn from anybody, including your staff. Be confident in your actions, have vision. Pay attention to staff morale and development, if they are your best asset prove it. Embrace innovation in all you do, especially IT and HR.
