I have been working at Ciber full-time (Less than a year)

They helped HP avoid paying the customary severance package. Better than unemployment, though not by much.

Is willing to be the pawn of HP. Poor benefits for recent hires, well below industry and what previously hired Ciber employees continue to receive. Tried to get away with offering low pay as well, some offers were half of what HP was paying for the same exact job.

    Advice to Management

Wake up! Just because HP decided they didn't want us on their books or to pay severance packages (though they still apparently want us to do our jobs), doesn't mean we are low quality employees or desperate. Being willing to play HP's pawn does not make you an attractive company. Making us third tier employees will NOT make us feel like you appreciate us and want us to stay. You may be a good company for previously hired employees, but you have lost any goodwill you could have had from the former HP hires by treating us as if we should be grateful just to have a job instead of valued employees. My guess is most will treat this as more like unemployment and leave within a year, though maybe that's what your deal with HP is about.
