    I have been working at City and County of San Francisco

    Pros

    The City has excellent benefits (including health, dental, and participation in the City's retirement system), relatively competitive salaries, and until the current economic downturn, offered a great degree of stability.

    Cons

    The civil service system allows incompetent employees to remain in their jobs. The civil service system also creates an arduous and time-consuming hiring process for new employees.

    Advice to ManagementAdvice

    I would advice Senior Management to advocate for the reform or revision of the civil service process to allow the replacement of incompetent staff and to streamline the hiring process. I would also suggest that Senior Management spend more time listening to the suggestions and complaints of line staff - they have an excellent vantage point to recommend reforms, efficiencies, etc.
