I worked at City of Houston IT Dept as a contractor

Reasonably stable (except for layoffs and mandatory furloughs)

Jumping through hoops to keep medical benefits (constantly having to attend seminars, get vitals taken, etc to "build points" in order to keep the cheaper medical program)
Pay not that great, a little below average and it's difficult to promote/move up
No training programs offered, no educational reimbursement (They have some program for the kids of employees, but what about the people that actually show up and do the work??)

    Advice to ManagementAdvice

Catch up to the private sector! You sure do generate enough revenue due to services you charge for (Water, Public Works, HPD writing tickets, Permitting, etc) quit spending needless money and pay the people who actually do the work a more competitive rate.
