Highly politicized work environment, upper-level management without appropriate work experience. The result is that management has virtually no practical experience in the areas they're charged with in supervising lower-level employees.
Main mission of DASNY is construction and finance of public/non-profit facilities. When I started working there, any departments not directly doing those activities supported those activities. The entire staff throughout the state was approximately 200 employees. It is now well over 800 employees, even though the total value of construction and finance has decreased. Its mission has become muddled, to say the least.Advice to ManagementAdvice
Appoint department managers who have actual, hands-on experience. For example, appoint directors of project management departments who have prior field experience working as project managers.
