Career progression relies more on personal relationships than experience, if you are unlucky enough to sit some distance from your manager, or they work in another location then opportunities are hard to come by.

Senior management needs stability, there has been none for the last couple of years. New people arrive with new ideas but before those changes can take effect another new manager comes in with a different plan.
