    Advice to ManagementAdvice

Different group is working in silo and basically overlapping each others' work. This creates conflict, if not unhealthy relationship among the working level employees. Take one example, staff in a new group is not allowed to have work-related conversation with colleagues in other groups because the head was afraid that his staff exploit unwanted information to "outsiders".
