-There are some highly intelligent employees and they are willing to mentor you. They are rarely in management though.
-Occasionally you are really able to complete fulfilling work for your country

-ZERO investment in increasing talent of employees (no more available classes, on the job training is frowned upon)
    -Raises are nonexistent
-Benefits are below average and seem to be getting worse
-Project leads are incompetent, unprofessional, have no training, are not able to perform under pressure and very poor decision makers.
-Ranking system: inconsistent and ineffective. Doesn't seem to motivate employees to do better work.
-Short term profit - it seems that upper management is only interested in profits in the next quarter. They are willing to sell their (1 year distant) future away for a small profit now

    Advice to Management

-EDUCATION! It helps your employees contribute more! win win!
-Without great salary/benefits, education, and layoffs just a lost contract away, I see little reason to stick around. If I was getting more insight into how my work helps our security or was able to increase my skill set, this would be different.
-Stop worrying about pennies on some purchases (like a computer) when you are loosing tens of thousands on the process of getting a computer.
-Please train project leads to learn what motivates an employee and utilize that. Getting an employee working on what they are passionate about will provide better results for all parties.
