Pushing your ideas involves walking a tight political tightrope.
Execution suffers due to the quality of staff, and, to be fair, also some accidental managers with clipboard syndrome.

Work on execution. There is no way this organization can function without an impartial project management team and a head of operations that has the ability to get things accomplished.
Lose the egos, and be open to new ideas. Take care of problems before the spiral out of control.
CEO is sociable but needs to work on his professionalism and personal prejudices.
