    I have been working at New York City DOITT full-time

    Pros

    There is the real chance to do some good for the people of New York City. The environment is large and divers, so there is the chance to work at scale.

    Cons

    An absolute power vacuum below the commissioner and upper-middle, with no clear direction, vision or focus. The environment is filled with people with very polished and professional reasons why they can't do their job, or do their job to a reasonable level. Powerful union presence that stifles innovation and creativity by being overly focused on working within the "job description" Poorly defined processes for non-unionized managers. Crippled by a civil service model that forces employees to be more focused on "title" than on what the title is responsible for/to.

    Absolute inflexibility with regards to telecommuting during the workday but an absolute focus on the same when something happens after hours. The HR rules were written in 1970 and have not been revised since.

    Advice to ManagementAdvice

    Set direction, stick to it and change what is broken rather than continuing down the path of least resistance.
