Favoritism is huge, with long-time loyal yesmanship to upper management, no matter how unrealistic the plans may be, rewarded handsomely. Accountability is lacking when goals not met, allowing for easy agreement to the next unrealistic plan without fear of retribution. Pointing out the problems or needs to change from initially top-down dictated plans is risky, as some may be seen as naysayers,who are often relegated to the group receiving low raise, low responsibility, no advancement, and generally poor treatment. When mistakes are repeated and plans don't work out, company culture puts the fallout on the backs of their engineering underlings, with expectation to work significant extra time, sometimes weekends, with no extra pay, to make a situation better.
Advice to Management
When making initial plans, encourage dissent, have a real discussion, and come out ahead next time with a truly actionable plan. Monitor project for status and adapt plans as necessary. Always stay on top of personnel allocation. Concentrate resources where appropriate. Understand impact of resource allocation changes to projects that are losing resources. Adapt timelines and expectations accordingly.
