    I have been working at Sacramento Municipal full-time (more than 10 years)

    Pros

    Pay and benefits are good. So good in fact, you need a promotion to make same pay elsewhere (hence the "golden handcuffs").

    Cons

    Not a meritocracy. Employees with little education/experience get promoted by being pushy. Employees never get fired or demoted, and rarely leave before retiring.

    Middle-management has a "don't rock the boat" mentality. Productivity is handicapped by risk-aversion. Top-down decision making leads to silos, provincialism, and disengagement.

    Advice to ManagementAdvice

    Cut the fat, and get back to basics. Money is thrown at "branding", TV commercials, and overseeing unused programs/services. Low prices make utility customers happy, not frills.
