    Negative Outlook

Many very smart and fun-loving journalists. Company still does investigative reporting, though in recent years the subjects of its investigations too often are poorly chosen.

Now an editor-driven newspaper. Editorial staff cut 70 percent since 2007, to less than 100. News management culture has remained essentially unchanged in 30 years.

    Advice to Management

Retire the executive editors. Decentralize the power. Give editors who directly supervise reporters greater power in hiring, promotions, budgeting and story assignments and play.
