Engaging work, talented coworkers; but frustrating, negative and demeaning culture

I have been working at University of Akron as a contractor (more than 5 years)

    Pros

Intellectual environment, great perks such as affordable recreation and wellness center, EJ Thomas performing arts, sports teams, and speakers. Great benefits such as tuition remission for self and family and liberal sick and vacation days.

    Cons

Salary significantly lower than equivalent private sector jobs. Culture is very negative. Leadership does not demonstrate any value or appreciation for hard-working employees. Financial situation is challenging but it costs nothing but a little time to recognize and appreciate hard work. Performance reviews are a joke. If you are not an upper level administrator your ideas and willingness to take on more responsibility are ignored. Endless committees that accomplish little if anything. It is an accepted practice to speak negatively about someone in a meeting without the person there to defend themselves. Even with tight budgets, the administrators making more than 200k could easily treat us to a cookie, punch, coffee and caroling at Christmas with their own money. But numerous small things like this have been eliminated without any thought to the rapidly declining morale of employees. I love the University and want it to succeed but it will not if the current culture does not improve. Training budgets for staff eliminated with no plan for how to keep talent from rapidly becoming dated in their skills.
