Never need to work overtime, once the time hits the floor is a ghost town. Good benefits, good company and if you can find a position in another department you will first in-line because you are already an employee.
Dead-end department. Way of managing is old style "Divide and conquer", not really up on the new things that are happening outside of their box, the staff has few new ideas or fresh outlook. But, they are truly exhausted from the lack of leadership and no promise for advancement.
Advice to Management
Integrate team building events or activities into the group. Make quicker and better decisions that do not have your own agenda/favorite people but are for the entire group. Let people know how they can advance and stop telling them that they will never be promote, nowhere to go from there. Decision making is always passing to another person, then back to the original person. Work on communication.
