Management is inept.
They flounder making simple decisions
The joke about how many whitsons managers does it take change a light bulb apply here.
They have no clue about food logistics when servicing multiple sites
The other joke...about if you don't like the decision wait a minute, and ask again...eventually you'll get one you like.

Hire a JDPOWERS or some other reputable management consulting firm. Reinvent your brand.
