Hard to get stuff released - by the time you are finishing up a project, management might just change their mind and pull the plug on it. Frequent reorganizations and layoffs make for a lack of job security and, ironically, a lack of organization.
Advice to Management
Let your engineers finish what they've started (especially when they are finished or nearly finished) and get some job satisfaction from having completed something instead of frequently changing directions. The morale will be a lot better.
