I have been working at College of Southern Nevada part-time (More than 3 years)
Among the three community colleges I've taught for, I consider the College of Southern Nevada the most superior in the application of professionalism, pro-action, and interaction. The mnemonic excerpt "...I started as a newbie, needed and team-provided guidance then got on moving confidently..." from coordinators and co-teachers generated utmost empowerment and expertise in the finest delivery of mission and matter objectives. The teamwork effort towards professional advancement is ambiently uplifting with most notes in the identification of the causation of inadvertent mistakes up to its resolution rather than writing up the error causing more tension. Also, the teaching hours of being an adjunct, I find it to be an attractant towards faculty retention. Like an Anatomy & Physiology Lab Coordinator had satiated me with historical fact on adjunct hours of semestral hire that CSN has consistent fairness or fair consistency in contractualizing adjunct employees with more than ample hours of load. I can only work around the CSN schedule when I find another job!
In my 3 years of hire as an adjunct faculty with CSN, I hardly notice a downside or two. The fact that it is with the Nevada State Higher Education, my employability is not hindered getting some hours in University of Nevada in Las Vegas (UNLV), though cumulatively I am monitored between CSN and UNLV load. That might be a technical payroll downside.
Advice to Management
Keep the policy as is until circumstantial appraisal and appraisement are a necessity.

Most of the time, someone is already in place for a position that is being posted, more of a formality. So no matter how great you are, you're just a space filler, to say that an interview was conducted.
