    As long as you fully understand what overall objectives are set for your area, it is relatively easy for you to propose ideas, goals, activities that help achieve the objectives. This is a way to keep staff motivated.

    Cons

    Lack of information flow and poor communication from senior management to middle management and staff. There is a believe that sharing information about incoming priorities might "threaten" personal positions within the structure.
    Staff lacks motivation given poor communication on priorities.

    Advice to Management

    Being a government agency, overall objectives are clear. However, management must indicate the priorities to be taken care of by staff and teams every month. The overall objectives must be translated into specific activities and work plans.
