Promotion is very unlikely unless you are very close friends (or relatives of) the upper management.
Advice to Management
Offering a bonus incentive to the design staff based off of job completion performance and end-of-job budget status would greatly improve employee morale rather than constantly threatening those employees of losing thier jobs if all expectations are not met.
