Flat annual review structure doesn't reward top performers significantly beyond those who make only baseline contributions. Stability at the highest levels also means fewer opportunities to grow into top leadership positions.
Advice to Management
Provide a more diverse range of available raises for employee reviews in order to reward top performers and incentivize employees to do their very best.
